Position Overview
Under the direction of the Manager of Solid Waste Management, responds to inquiries and resolves residents' complaints concerning municipal waste collection. Reviews development site plans to ensure compliance with the City's Waste Collection Design Standards. Supports the effective monitoring of the municipal waste collection and diversion programs, and the preparation and delivery of public education programs, campaigns and special event days related to waste management initiatives. Assists with contracted operations and maintenance of the closed Vaughan landfill.
Responsibilities
- Provides information and educational assistance to the public on municipal waste collection and diversion programs, including informing residents of proper collection procedures and disposal options for collectible waste, hazardous waste and other waste materials.
- Reviews and provides comments on site plans, development/redevelopment and subdivision agreements circulated to Environmental Services to ensure compliance with the City's Waste Collection Design Standards, including on-site inspections of subject properties and participation in site development meetings, as required.
- Maintains inventory of waste diversion containers and public outreach and operational/educational materials supplied by the City, delivering materials to other sites, as required. Receives, unloads and restocks waste diversion containers and maintains internal and external storage of damaged/returned containers; coordinates return to manufacturer including physical handling and loading pallets.
- Working with contracted service providers, assists with the operations and maintenance of the closed Vaughan Township landfill including the landfill gas methane station; performs site visits, system re-starts and data recording, as required.
- Contributes to waste management policies, programs and procedures, as required.
- Responds to complaints and compliance infractions through site inspections, providing in-person education to resolve issues for residents concerning waste collection programs and related by-laws. Includes the collection and disposal of collectable waste, as required, and the preparation and issuance of non-compliance notices.
- Performs site inspections to ensure collection contractors perform to established levels of service as stipulated in service contracts, and service recipients comply with by-law requirements, as required.
- Performs site inspections in new developments and multi-residential buildings to initiate service and monitor operations.
- Assists with public education programs and campaigns, materials and special events related to the City's solid waste management initiatives.
- Provides backup to counter reception services including sale of waste diversion containers and garbage tags; records, monitors and closes work orders related to resident inquiries via phone, on-line or in-person, on an as needed basis.
- Participates in waste management committee meetings and public information meetings, as required.
Qualifications and Experience
- Community College Certificate in Civil Engineering, Environmental Science, or related studies.
- Minimum of three (3) years' related experience. Experience in the municipal solid waste management field preferred.
- Excellent interpersonal, verbal, and written communication skills and the ability to deal courteously and effectively with the public, staff and collection contractors.
- Proficient computer skills and good working knowledge of word processing and spreadsheets.
- Ability to read and understand site plans.
- Valid Ontario 'G' Class driver's license, in good standing.
Working Conditions
- Ability to work outdoors with exposure to heat/cold on a daily basis.
- Ability to attend special events which may occur on evenings and weekends.
- Required to perform site inspections/visits throughout Vaughan.
- Ability to work outside normal business hours, as required, and in accordance with the collective agreement.
- Ability to perform the physical requirements of the position, including lifting up to 20.4 kg, and loading and unloading items.
- Required to obtain a forklift certification to operate a forklift.
