Position Overview

Reporting to the Manager, Technical Services, the Supervisor, Waste Program & Technical Services is responsible for leading a team of innovative and dedicated full-time and seasonal staff that support the operations of Solid Waste Services achieving technical operations and strategic public-facing programs, engagement and education goals of the Council-approved Solid Waste Plans and Strategies to reclaim and sustain service capacity and minimize environmental impact. Building on the City’s reputation as an innovative and creative leader in municipal waste services and programming, the Supervisor will lead the development, administration, and evaluation of this multidisciplinary portfolio.

Key duties and responsibilities

  • Provide visible and positive leadership to staff, developing and nurturing a work environment that is inclusive, respectful and motivating.
  • Responsible for the supervision and guidance of staff including hiring, training, setting and evaluating performance.
  • Manage the development, coordination and scheduling of annual and multi-year work plans.
  • Develop and report on variances related to multi-year operating and capital budgets.
  • Lead and champion continuous improvement activities, including process improvements. Establish and maintain key performance indicators.
  • Oversee the delivery of services provided by the technical, policy and programs team, including implementation of projects and pilots, evaluation and modifications, in coordination with cross-departmental internal and external stakeholders.
  • Maintain awareness of changes to legislation and emerging best management practices and trends, make recommendations and implement actions; Lead the formal response process to federal and provincial waste consultations.
  • Lead the development, implementation, and evaluation of new waste reduction policies and programs to achieve the goals and targets as set out in the Solid Waste Management Master Plan.
  • Establish and maintain excellent networking relationships with municipal, provincial, federal partners. Participate in governmental or industry advisory committees or working groups as a subject matter expert as a representative of the City of Guelph.
  • Prepare reports and deliver presentations on activities and plans for Council and Community representatives/partners.
  • Ensure formal project documents including Project Charters, Schedules, Risk Registers, and Business Cases, amongst others, is consistent with protocols of the City’s Project Management Office, as required.
  • Manage consultants and contractors and ensure cost-effective and timely delivery of service, including conformance to Contractor Management Safety Program.
  • Ensure compliance and due diligence in accordance with all applicable legislation including the Occupational Health and Safety Act and Environmental Compliance Approvals.
  • Participate in on-call supervisor rotations and periodic evening and weekend work.
  • Perform other related duties as assigned.

Qualifications and requirements

  • Completion of a post-secondary degree in Environmental Studies, Environmental Science, Engineering, Engineering Technologist or related discipline. Candidates with an equivalent combination of education and experience may be considered.
  • Extensive experience in legislation and policy related to solid waste, preferably in an operational municipal setting.
  • Experience supervising staff or leading work teams, preferably in a unionized environment, with motivational and team building skills.
  • Excellent interpersonal skills with the ability to engage staff and work in a team environment.
  • Excellent communication skills, with strengths in written and oral communications with staff, contractors, external agencies and the general public.
  • Excellent problem-solving, analytical and organizational skills with the ability to make and implement recommendations and manage multiple tasks and priorities in a demanding environment.
  • Applied knowledge and experience leading continuous improvement initiatives.
  • Advanced computer skills in Microsoft Office (Word, Excel, Power Point, Outlook and Teams). Experience with Power BI would be an asset.
  • Knowledge of budget preparation processes and control.
  • Knowledge of a supervisor’s responsibilities under the Occupational Health & Safety Act & applicable regulations.
  • A valid Class G driver’s licence with a good driving record.
