Job Description
The Supervisor II, Parks, Recreation & Cemeteries is responsible for assisting the Supervisor with the day-to-day operation of parks, cemeteries, and recreation facilities (including arenas, pools, halls, boat docks, boat launches, beaches, and trails). This position ensures assets and grounds are maintained and operated in a safe and efficient manner, coordinates infrastructure projects, and provides leadership to staff. The Supervisor II participates on the Parks, Recreation & Cemeteries Supervisory Team and provides coverage for Supervisor absences at work locations throughout Chatham-Kent.
Essential Responsibilities

- Direct a team consisting of CUPE 12.1 union members, seasonal staff, and non-union staff
- Maintain a comprehensive understanding of Collective Agreement; attend appeal (or grievance) meetings as required
- Ensure recreation assets and open spaces are maintained and operated safely and efficiently
- Ensure all vehicles, equipment and machinery are maintained in good safe working order
- Draft and review standard operating procedures
- Champion health & safety initiatives and lead staff training
- Inspect parks, recreational facilities, and cemetery infrastructure for safety and regular maintenance
- Assist in the preparation and monitoring of department expenditures to ensure compliance with approved budget
- Assist in the creation of purchase orders and invoice approval processes
- Ensure all equipment and ice plant logs and work records are completed
- Coordinate, oversee, and manage work of external contractors
- Respond to inquiries and investigate complaints from the public related to park, cemetery, and facility maintenance activities and site conditions
- Ensure compliance with the Occupational Health and Safety Act
- Maintain effective relationships with the community, facility users, internal departments and volunteers
- Make recommendations for park, facility, and cemetery infrastructure improvements
- Assist with seasonal field and ice time allocations to user groups
- Implement continuous improvement practices
- Work in accordance with applicable Health and Safety legislation and corporate policies
- Participate on internal committees focused on various initiatives
- Perform ‘Acting Supervisor’ duties as required
Essential Qualifications
- College certificate or diploma in business, parks, horticulture, facility management, asset management, or related program with 2 to 4 years of related experience in arenas, parks, horticulture, facility or asset management
- Experience working in and/or supervising a unionized environment
- Experience in ice making, ice maintenance, and arena refrigeration operations
- Experience in operations of parks, community centres, horticulture, and pools
- Knowledge of asset management principles and practices
- Experience with indoor/outdoor pools, splash pads, pool filtration and dehumidification systems
- Ability to operate and train staff on equipment such as tractor, dump truck, ice machine, and miscellaneous tools
- Knowledge of HVAC operation and maintenance, recreational vehicle and asset operation, mechanical equipment, and facility maintenance
- Knowledge of provincial and federal legislation relevant to recreational facilities (Ontario Building Code, Occupational Health & Safety Act, Ontario Fire Code, TSSA)
- Experience managing, preparing, and implementing capital projects
- Strong interpersonal and communication skills, both written and verbal
- Working knowledge of Questica or JD Edwards (or similar financial programs)
- Working knowledge of D365-CRM (or similar program)
- Strong computer skills, specifically Microsoft Office (Word, Excel, PowerPoint, Outlook) or similar software

- Standard first aid and CPR certification
- Basic Arena Refrigeration (asset)
- Certified Pool Operator certificate or designation (asset)
- Project Management certification (asset)
- Certified Ice Technician (asset)
- International Society of Arboriculture of Ontario certification (asset)
- Registered or Certified Playground Inspector designation (asset)
- Propane handling certificate or Record of Training (asset)
- Asset Management Certificate (asset)
Work Environment and Hours of Work
- This position works both indoors and outdoors
- Works weekdays with occasional evening and weekend hours
- On call after hours and on weekends
Driver’s Licence and Vehicle Requirements
This position requires a valid class G (or higher) Ontario driver’s licence. A driver’s abstract will be required and must be current and acceptable to the Municipality of Chatham-Kent.
