Job Summary

Special Constables serving with the City of Ottawa Transit Services are appointed by the Ottawa Police Services Board, with approval from the Minister of Community Safety and Correctional Services, in accordance with the Community Safety and Policing Act, 2019.

Upon appointment, Special Constables are designated as Peace Officers, as defined under Section 2 of the Criminal Code of Canada, and are granted the legal authority to enforce federal, provincial, and municipal laws within the scope of their duties.

You operate within established procedures, policies, and legal frameworks to maintain safety, enforce laws and bylaws, and guide the operational effectiveness of your team. In this leadership capacity, you provide functional supervision to the Special Constables and provide operational and technical assistance to the Superintendents, assisting in assignment scheduling, and supporting the ongoing training and development of staff.

When not engaged in supervisory activities, you execute the duties of a Special Constable.

Work is performed in accordance with relevant federal, provincial and municipal legislation, policies, procedures and guidelines including but not limited to: Criminal Code of Canada, Community Safety and Policing Act, 2024; Provincial Offences Act; Trespass to Property Act; and applicable municipal bylaws.

Education and Experience

• Completion of 2-year community college Police Foundations or Law and Security Certificate.
• Minimum of 4 years of Special Constable/Peace Officer work experience, with responsibility for leading other employees.
• Previous supervisory or leadership experience is desirable.

Certifications and Licences

• Current Standard First Aid, CPR and/or AED certificates
• Valid Ontario unrestricted class G driver's licence (or provincial equivalent).
• Enhanced reliability clearance including fingerprinting, credit check, interviews, investigations and background reference checks.

Knowledge

• Good knowledge of security or law enforcement operations, including the duties of a Special Constable with Peace Officer authority and relevant laws such as the Criminal Code of Canada, Controlled Drugs and Substances Act, Trespass to Property Act, Provincial Offences Act, Liquor Licence Control Act, Safe Streets Act, Mental Health Act, Cannabis Control Act, Child, Youth and Family Services Act, Smoke Free Ontario Act, Courts of Justice Act, MFIPPA, and the City of Ottawa Transit By-law, 2007-268 as amended.
• Policies and procedures affecting Transit operations including standard operating procedures and emergency standing orders.
• Court processes and procedures.
• Investigative and evidence gathering techniques.
• Crowd control and emergency response techniques.
• Dispute resolution techniques.
• Personal and physical security methods as well as security equipment.
• Knowledge of applicable health and safety legislation, including the rights and duties of workers.

• Strong and effective interpersonal, written and verbal communications skills; ability to be diplomatic, tactful, patient and courteous while providing a high level of customer service.
• Strong situational assessment, analytical, problem solving and decision-making skills in stressful and potentially dangerous situations.
• Knowledge of de-escalation strategies.
• Working knowledge of Microsoft Office Suite (Word, Excel, PowerPoint), Sharepoint and the Internet.
• Proven ability to build and maintain relationships within the community, with partners and other agencies.
• Solid administrative and organizational skills to prioritize and complete planned/unplanned duties including investigations, patrol, enforcement activities, incident/emergency response, criminal/internal investigations, etc.
• Good moral character and habits.
• Possess cultural awareness and sensitivity, valuing diversity and inclusion.
• Work independently with minimal supervision, and collaboratively with peers and managers as part of a team.
• Able to be available for unplanned overtime, work various scheduled shifts, including split shifts, weekends and evenings.

What You Need to Know

• Language Requirement: English oral, reading, writing.
• Police Record Check: Successful candidate will be required to complete a Vulnerable Sector Check (Level 3) to the City of Ottawa’s satisfaction.
• Successful candidate will be required to complete an Enhanced Reliability Clearance to the City of Ottawa’s satisfaction.
