How you contribute to our organization

  • Responding to customer service public inquires including escalated concerns typically requiring subsequent investigation and trouble shooting.
  • Maintaining an accurate customer database including new account set-up, profile changes, accounting adjustments, preauthorized payment plans (PAP), electronic file transfer (EFT) etc.
  • Preparation, processing and administration of accounts receivable invoices. Monitor accounts receivables, identify doubtful accounts and perform collection activities on defaulted accounts.
  • Upload routes to utility operations system prior to consumption download, analyze consumption for invoicing accuracy, investigate discrepancies and seek corrective resolution.
  • Perform tasks related to accurate and timely billing of water accounts, including billing, analyzing billing exceptions, and assessing and resolving errors and exceptions.
  • Complete all service orders related to new water billing accounts, validate water meter reads, meter read scheduling, update billing information and perform validation and variance activities.
  • Resolve payment issues for tax, water and accounts receivable, research solutions and process customer refunds and adjustments as required.
  • Generate tax bills, water, sewer, and sales invoices and deliver via electronic and mail distribution following legislated protocols. Process monthly penalties and interest on accounts and assist with supplementary/omitted tax billings.
  • Provide ratepayers, lawyers, mortgage companies, etc., with timely and accurate tax and utility balances, ownership or assessment information.
  • Process mortgage company tax payments, prepare tax adjustment applications, ownership change letters, tax certificates, rebate applications, property tax programs and apply other delinquent revenues.
  • Assist Supervisor of Revenue with delinquent account collection, administer approved payment plans or assist with tax sale or tax appeal processes and coordinate utility disconnections.
  • Prepare and document property registrations and tax sales; prepare and monitor payment agreements and reverse non-negotiable payments.
  • Assist with preparation, monitoring and updating of information related to tax and utility notices, website content, pamphlets, online information and portals.

What you bring to the team

Education

  • Minimum: College level certificate in Business or Accounting.
  • Preferred: Completion of Municipal Revenue Administration Program (OMTRA) or willingness to complete within 12 months of hire.

Experience

  • 3 - 5 years of related experience in an accounts receivable and billing environment. Tax and Utility billing exposure is an asset.
  • Minimum 3 years of Municipal Revenue Finance experience.

Knowledge/Skill/Ability

  • Ability to perform precise calculations and financial assessments to ensure accuracy in tax/water and financial processes.
  • Proficient in performing multiple functions and maintaining organized records and reports.
  • Strong understanding of municipal, commercial, and industrial tax regulations.
  • Thorough working knowledge and skill in Microsoft Office (Excel, Word, Outlook) and general financial applications. Exposure to Great Plains is an asset.
  • Problem solving ability required to analyze and investigate consumption billing and/or payment anomalies and implement corrective measures.
  • Judgment is required to apply Town practices, refer issues to the Supervisor and set own priorities to meet deadlines.
  • Excellent customer service skills and ability to resolve customer conflict when required.
  • Ability to understand and apply the Municipal Act and Town policy and procedure with regard to taxation issues.
