Job Summary
Reporting to the Manager, Strategic Initiatives, the Project Manager is responsible for many aspects of project management, research and analysis, formulation of policy and recommendations, consultation and engagement, and report preparation on a diverse portfolio of community and corporate-based initiatives, projects, and programs. Areas of emphasis include agriculture, natural heritage, energy and infrastructure planning, climate change, aggregates, redevelopment of regional lands, environmental sustainability, and Niagara’s Employment Inventory program. The Project Manager supports a variety of corporate initiatives related to Council’s Strategic Priorities.
Education
- Post-secondary degree in Planning, Environmental Science/ Studies, Geography, Public Administration, Project Management, Business Administration, Economics, or other related discipline is required.
- A minimum of 3 years of project management and/or public administration experience, which may include planning in a municipal setting, is required.
- 5 years of progressively responsible experience is preferred.
Knowledge
- Membership in the Canadian Institute of Planners and eligibility for the Registered Professional Planner (RPP) designation is preferred.
- Knowledge of project management norms and practices.
- Ability to support the procurement and management of consultant teams and the accountability for project budgets, scope, and schedule is required.
- Experience working with elected officials, provincial ministries, local municipalities, First Nations and Indigenous Communities, community organizations, or the public is an asset.
Responsibilities
- Undertakes project management for a diverse range of community and corporate initiatives, projects, and programs (40% of time).
- Supports the Manager or Senior Project Manager in leading major, complex, multi-year, or multi-disciplinary initiatives, projects, or programs using best practices in project management.
- Leads minor projects or portions of major projects independently under supervision.
- Participates in the definition of problems and supports the identification of options and possible solutions.
- Defines project requirements, develops project scope, determines project budget, and creates a work breakdown structure.
- Prepares the project charter, terms of reference, and project management plan as appropriate, incorporating feedback from interested parties.
- Assists with preparation of requests for proposal or procurement documents for consulting and professional services.
- Manages scope, budget, schedule, and quality of services and deliverables throughout the project lifecycle.
- Supports management of project teams, monitors quality of work, and ensures on-time, on-budget deliverables.
- Reviews consultant reports to ensure compliance with project, legal, and regulatory requirements.
- Participates in resolving conflicts among stakeholders, including consultants, departments, external agencies, funding agencies, and the public.
- Develops and implements consultation and engagement plans ensuring appropriate involvement of groups including Indigenous Communities and First Nations.
- Organizes and presents at public meetings, open houses, and other engagement events.
- Communicates and presents project information at Regional Council and to other groups as requested.
- Supports implementation of Council Strategic Priorities and provides technical expertise to Standing and other Committees of Regional Council (10% of time).
- Researches and analyzes regional programs, policies, and procedures with focus on lands redevelopment, sustainability, climate action, and special projects.
- Develops and presents recommendations on new or revised programs or services.
- Implements new/modified programs as established and directed by Council.
- Prepares and presents reports to Standing Committee and Council seeking approval of initiatives.
- Serves as staff liaison for Regional Council Advisory Committees as appropriate.
