As Project Director, Internal Corporate Services (Capital Planning), reporting to the Senior Director, the position provides strategic leadership for the City’s capital planning function, advancing long-term infrastructure renewal, capital investment, and asset stewardship strategies that support the sustainability, resilience, performance, and service objectives of the City-wide real estate portfolio.
The role leads the development and implementation of multi-year capital plans, funding strategies, investment frameworks, and capital forecasts aligned with corporate priorities, asset condition, risk, and financial capacity. Responsible for directing capital planning activities, including capital prioritization, feasibility studies, portfolio analysis, business case development, expenditure forecasting, and performance reporting, the position enables effective investment decision-making and responsible stewardship of City assets.
The position provides strategic oversight of the City’s building condition assessment program, asset management system, and related business applications, ensuring the integrity and accessibility of asset information. Through leadership in digital transformation, systems integration, data governance, analytics, and process modernization, the role advances data-driven capital planning, investment optimization, operational efficiency, and long-term portfolio performance.
Major Responsibilities
- Develops, designs, and implements functional policies and programs that impact overall business performance based on long-term needs.
- Contributes to the continuous improvement of divisional performance through the analysis and development and implementation of sound management practices and procedures, provides program management staff with direction and guidance, processes, and tools to increase efficiencies and improve effectiveness of the services provided by this section.
- Directs, through subordinate management staff, all activities of the section, delegating management responsibility.
- Leads and motivates a diverse workforce, ensures effective teamwork, provides resolution to controversial labour relations issues, ensures high standards of work quality and organizational performance, continuous learning and encourages innovation in others.
- Leads, motivates, and manages team Capital Planning projects and initiatives applying sound project management methodologies including full work plans, timelines, and deliverables.
- Leads and supports Senior Director, Asset Management Planning and Capital Delivery and the Capital Planning Team on key strategic and/or corporate initiatives, including assessments, planning, implementing, and evaluating strategic and operational plans.
- Develops, recommends, and administers the annual budget for the section, and ensures expenditures are controlled and maintained within approved budget limitations.
- Provides updates and reports on project status, issues, and key deliverables.
- Responsible for implementing key Corporate Services or corporate-wide initiatives and driving alignment for these initiatives amongst senior leaders.
- Negotiates and builds relationships, working in close collaboration with executives, senior management, clients, and various stakeholders across the organization, often with competing and conflicting goals, objectives, and priorities to resolve critical strategic and operational issues and deliver on major project objectives while ensuring that both City and business priorities are met.
- Synthesizes complex strategic problems into clear action plans and ensures execution for success.
- Directs and ensures successful project planning, design, development and implementation of large-scale multi-division, multi-year transformational projects according to the City's governance process, City policies, and project management practice.
- Works with the Senior Director to identify, address and ensure timely response to resolve ongoing and emerging issues, complaints, customer services deficiencies facing the Division, and its operations.
- Represents Division Head when liaising with DCM Corporate Services Office, CLT, SLT, Members of Council and their staff and the public.
- Ability to anticipate and understand the political implications of decisions, maintain awareness of emerging issues, and provide advice that aligns with organizational priorities and governance frameworks.
- Leads high-level strategic projects, cross-functional, or multi-divisional teams in driving strategic efforts for the development and implementation of strategies and for assembling and managing tools and resources necessary to support the transformation.
- Drives results, defines outcomes, and ensures that the strategy is executed successfully to change business outcomes.
- Conducts research and analysis (e.g., financial, strategic, operational, organizational) and interviews with internal and external sources.
- Utilizes advanced project management skills to provide executive management with the necessary information for selecting, prioritizing, and redirecting appropriate projects given organizational goals, estimated resource requirements, determining resource availability.
- Drives corporate strategy development and works with senior leaders, executive sponsors, Steering Committees and all stakeholders to help uncover and address strategic business opportunities and reach project goals.
- Prepares reports to City Executives and Committees of Council, ensuring a high-quality product.
