This IBEW Local 636 union position is an existing vacancy and offers competitive total compensation including hiring hourly wage rate of $37.97, 35 hours per week ($69,110.54 annually), with a salary range up to $47.47 ($86,388.18 annually), OMERS pension, 8 paid sick days and 18 discretionary paid days per year. Per the Collective Agreement, IBEW members have first consideration.

Position Summary

Under the direction of the Manager, Planning Services, the Planner is responsible for a broad range of duties including, but not limited to, the review, circulation, and processing of policy and development applications under the Planning Act, authoring staff reports, issuing compliance letters, and preparing development agreements. The Planner is responsible for zoning review for building permits and responding to daily customer/resident inquiries. This role will also be responsible for assisting in strategic land use planning initiatives and conducting research. Finally, the Planner will assist in or be responsible for the processing of Committee of Adjustment applications.

Duties & Responsibilities

  • Review and process Pre-Submission Review Applications for proposed Planning Act Applications, including preparing the Record of Pre-submission Review and hosting meetings.
  • Review and process Planning Act applications such as Official Plan Amendments, Zoning By-law Amendments, Plans of Subdivision, Site Plan Control, Part Lot Control, Lifting of Holding Symbol, Minor Variance, and Consent to Sever.
  • Evaluate reports, studies, and drawings for compliance with applicable provincial and upper-tier policies, regulations, or legislation; conduct site visits as required.
  • Prepare presentations and staff reports articulating planning opinions and recommendations regarding approval/refusal/deferral of Planning Act applications, including for Committee of Adjustment.
  • Prepare and present professional planning evidence at Ontario Land Tribunal.
  • Provide input on special studies related to development planning and municipal policy or by-law changes.
  • Review Building Permit applications for zoning compliance.
  • Administer Planning Act requirements, circulate forms and Notices, prepare Compliance letters.
  • Assist with collection & analysis of research for strategic land use planning and economic development initiatives.
  • Attend internal meetings, participate in public engagement events, and represent the municipality externally.
  • Develop, lead, and participate in public engagement and consultation events for Planning Act applications and strategic initiatives.
  • Assist in maintaining planning documents and support economic development initiatives.
  • Review and prepare responses to information requests from planning authorities.
  • Assist Municipal Law Enforcement with by-law compliance investigations.
  • Maintain effective liaison with developers, consultants, Council, staff, and the public.
  • Respond to requests for information on permitted uses and compliance with Official Plan and Zoning By-law, via counter, phone, email.
  • Attend Committee meetings including Committee of Adjustment and Heritage Committee as required.
  • Promote a positive and professional work environment, uphold Town values, and act as an Ambassador in the community.
  • Comply with Town policies and Occupational Health and Safety Act.
  • Perform other duties as assigned to meet Town goals.
  • Build and maintain knowledge and expertise in relevant fields.

Qualifications and Requirements

Degree in Urban Planning, Environmental Studies/Science, Geography or related field is required.
