Job Scope

Reporting to the Manager of Approvals, the Planner is responsible for reviewing, coordinating, and processing planning and development applications and assisting with planning policy initiatives. The Planner supports the preparation of professional planning recommendations for consideration by management, committees, and Council.

The Planner manages assigned planning files and projects, coordinates interdepartmental and agency review processes, prepares planning reports and recommendations, conducts public consultation, and represents the Municipality in planning matters before administrative tribunals and other bodies as required.

The Planner exercises considerable professional judgement in interpreting and applying planning legislation, provincial policy, planning documents, and applicable regulations.

Duties

  • Processes and coordinates assigned planning applications, including Official Plan Amendments, Zoning By-law Amendments, Site Plan Control Applications, Draft Plans of Subdivision and Condominium, Consents, Minor Variances, and other Planning Act applications
  • Evaluates development proposals for compliance with provincial legislation, planning policies, municipal planning documents, and applicable by-laws
  • Coordinates reviews with municipal departments, external agencies, consultants, and stakeholders
  • Provides professional planning advice and guidance to Council, staff, applicants, agencies, and the public
  • Researches, analyzes, and interprets planning legislation, policies, and land use planning issues
  • Prepares recommendations related to growth management, community development, and land use planning matters
  • Prepares planning reports, recommendations, correspondence, and presentation materials for approval by the Manager
  • Presents planning matters and recommendations to Council, committees, public meetings, and other stakeholder groups
  • Responds to inquiries regarding planning applications, processes, and policies
  • Assists with the preparation and review of Official Plans, Zoning By-laws, Community Improvement Plans, and other planning policy initiatives
  • Conducts research and analysis related to housing, economic development, environmental planning, and growth management
  • Supports special planning studies and projects, as needed
  • Participates in public consultation programs and community engagement initiatives
  • Works collaboratively with residents, developers, consultants, agencies, and community groups to support positive planning outcomes
  • Communicates planning policies, procedures, and development proposals to a variety of audiences
  • Assists with Planning Act appeals, Ontario Land Tribunal matters, and other hearings as required
  • Prepares supporting materials, research, and planning documentation
  • Coordinates assigned planning projects and development applications from submission through approval
  • Works with internal and external partners to meet project timelines and deliverables
  • Supports continuous improvement initiatives within the Planning Department

Qualifications

  • Completion of a degree in Urban/Regional Planning or a related discipline
  • Full membership in the Ontario Professional Planners Institute (OPPI)
  • Full membership in the Canadian Institute of Planners (CIP)
  • Registered Professional Planner (RPP) designation required
  • Minimum five (5) years of progressively responsible planning experience, preferably in a municipal environment
  • Experience processing a broad range of Planning Act applications
  • Experience preparing reports and presenting recommendations to Council or Committees
  • Experience participating in tribunal, hearing or appeal processes is considered an asset
  • Thorough knowledge of the Planning Act, Provincial Planning Statement, Development approval processes, Municipal planning practices, Ontario Heritage Act, Municipal Act, Environmental planning principles, Land use planning and policy development
  • Excellent analytical, research and problem-solving skills
  • Strong report writing and presentation skills
  • Ability to exercise sound professional judgment and make recommendations independently
  • Strong negotiation, mediation and conflict resolution skills
  • Ability to manage multiple projects and competing priorities
  • Ability to establish effective working relationships with elected officials, staff, government agencies, consultants, developers and the public
  • Proficiency in Microsoft Office, GIS applications and planning-related software
  • Excellent verbal and written communication skills
  • Clean Criminal Record Check required

Total Compensation Package Includes

  • CUPE Grade 16: $37.29 – $45.50 (currently under review)
