Position Purpose
Responsible for the planning, coordination, administration, and operational oversight of the Town's winter maintenance programs, including contracted roadway and sidewalk winter maintenance services and the municipal Windrow Assistance Program.

Minimum Qualifications
- Successful completion of a Secondary School Diploma or equivalent combination of education and experience.
- Post-secondary diploma in Civil Engineering Technology, Public Works, Business Administration, Operations Management, or related discipline preferred.
- Minimum three (3) to five (5) years of progressively responsible experience in municipal operations, public works, winter maintenance, or contract administration.
- Minimum two (2) years supervisory, lead hand, foreperson, or coordination experience.
- Experience administering municipal service contracts.
- Experience with winter maintenance operations and Provincial Minimum Maintenance Standards.
- Experience managing customer service issues in a municipal environment.
- Certified Road Supervisor (CRS) designation considered an asset.
- OGRA winter maintenance training considered an asset.
- Ontario Traffic Manual Book 7 certification considered an asset.
- Class G Driver's Licence in good standing.

Job Description

Position Summary
Responsible for the planning, coordination, administration, and operational oversight of the Town's winter maintenance programs, including contracted roadway and sidewalk winter maintenance services and the municipal Windrow Assistance Program.
The Winter Operations Coordinator acts as the primary daytime operational contact for winter maintenance activities and is responsible for monitoring contractor performance, coordinating winter responses, managing operational documentation, scheduling winter resources, administering service requests and complaints, and ensuring compliance with Provincial Minimum Maintenance Standards and Town service levels.
The position provides support and direction to Winter Forepeople and seasonal staff while maintaining overall responsibility for the successful delivery of the Windrow Assistance Program. The Coordinator works closely with Operations Supervisors to ensure contract compliance, customer service excellence, operational readiness, and continuous improvement of winter maintenance operations.
Responsibilities
- Administer and coordinate daily winter maintenance contracts for roadway and sidewalk maintenance.
- Act as the primary operational liaison between the Town and winter maintenance contractors during winter events.
- Monitor contractor deployment, route completion, response times, and service level compliance.
- Conduct field inspections and operational audits of winter maintenance activities.
- Review contractor reports, AVL data, inspection records, and operational documentation.
- Track deficiencies and coordinate corrective actions with contractors.
- Assist Supervisors with performance reporting, documentation, change orders, and contract administration activities.
- Ensure contractor activities comply with contract specifications, Health and Safety legislation, Town policies, and Provincial regulations.
- Coordinate contractor responses during winter events and escalate operational concerns as required.
- Lead and administer all aspects of the Town's Windrow Assistance Program.
