Position Synopsis And Purpose

Reporting to the Manager of By-law Enforcement Services or designate, the Municipal Law Enforcement Officer I is responsible for accurate, consistent enforcement of the City’s by-law with a focus on parking enforcement duties. This position also educates the public regarding by-law enforcement related issues and is responsible for investigating and resolving complaints with respect to municipal by-laws.

Major Responsibilities

  • Consistent enforcement of municipal by-laws, with a focus on parking enforcement.
  • Conduct foot patrols or operate motor vehicle or bicycle to enforce municipal by-laws.
  • Interact with the public, other law enforcement agencies, property owners, tenants, contractors, solicitors, City and other government officials/agencies.
  • Enforce municipal by-laws and obtain compliance by conducting inspections, gathering evidence, preparing notice of contravention letters, and if necessary, initiating legal action including laying charges.
  • Parking meter repair and coin collection.
  • Attend provincial offences court and give evidence in court as required.
  • Receive and respond to inquiries; provide information and assistance. Deal with all contacts in a courteous, friendly, and efficient manner to promote a high standard of public relations at all times.
  • Maintain accurate documentation of enforcement actions in the appropriate data management systems and officer notebooks with the required confidentiality related to the investigation process.
  • Ensure compliance with Municipal Freedom of Information and Protection of Privacy Act (MFIPPA) regulations.
  • Prepare and issue provincial offence act notices, ensuring accuracy and compliance with provincial regulations.
  • Interpret and explain municipal by-law, policies, and regulations to the public.
  • Prepare prosecution briefs including information and instructions to ensure adequate and complete information is available for court proceedings.
  • Collaborate with external agencies such as the OPP and other enforcement agencies as required.
  • Other duties as assigned.
  • All activities are expected to be performed in a safe manner, in accordance with the Occupational Health and Safety Act and its Regulations, along with Corporate Safety policies, procedures and programs. All necessary personal protective equipment must be used and maintained in good condition.

Minimum Qualifications

  • Two-year College Diploma in Law Enforcement/Investigative Studies or related discipline.
  • Thorough working knowledge of municipal by-laws, provincial legislation, licensing, and enforcement procedures.
  • Excellent verbal and written communication skills.
  • Excellent computer skills using MS Office Suite and other application software such as Great Plains and Ticket Processing Software.
