This position is an existing vacancy and offers competitive total compensation including a wage of $111,938.52 to $136,061.97, 35 hours per week.

Position Summary

Reporting to the Director, Finance/Treasurer, the Manager, Revenue and Taxation/Deputy Treasurer is responsible for the Town’s taxation, assessment, development charges, revenue collection, reserves, and related financial administration functions. This position ensures legislative compliance, safeguards municipal revenues, supports long-term financial sustainability, and delivers efficient, customer-focused services that support the Town's operational and growth management objectives.

The Manager provides leadership to the Tax and Revenue team and provides advice to senior management and Council on taxation, assessment, development finance, revenue management, and related policy matters. As Deputy Treasurer, the incumbent supports the Treasurer in carrying out statutory responsibilities under the Municipal Act and related legislation and assumes delegated responsibilities as required.

Duties & Responsibilities

  • Manage municipal property tax billing, collection, arrears, adjustments, rebates, refunds, write-offs, and customer account administration.
  • Administer interim, final, and supplementary billing processes.
  • Coordinate assessment base protection activities, including working with tax consultants and reviewing, recommending, reporting and authorizing assessment changes.
  • Review and analyze assessment appeals and outcomes arising from Assessment Review Board decisions, MPAC settlements, Section 357 applications, and other applicable processes.
  • Oversee tax arrears and tax sale processes in accordance with the Municipal Act, applicable regulations, Town policies, and legal requirements.
  • Provide advice and analysis on tax policies and implications for taxpayers and the Town.
  • Support the preparation of the tax rate by-laws, prepare related Council reports and analysis, and resolve escalated taxation-related customer service matters.
  • Oversee development charges administration, including oversight of payment tracking and reconciliation.
  • Manage development charges reserve fund balances and activity, commitments, interest allocations and funding available for growth-related capital projects.
  • Coordinate with Planning and Building staff to ensure compliance with development charges deferral and payment agreement terms.
  • Provide advice to Planning and Building staff on the interpretation and application of the Development Charges Act, the Town’s Development Charges Background Study, and By-law.
  • Manage revenue-related reserves, obligatory reserve funds, deferred revenues, development-related securities and other amounts collected on behalf of the Town and other agencies.
  • Oversee non-tax revenues, user fees and charges, general billing, collection processes, cash handling controls, and related revenue policies and procedures.
  • Monitor, report on, and forecast the Town’s debt obligations and support compliance with established debt limits. Responsible for cash flow monitoring and forecasting.
  • Support investment activity by monitoring cash flow requirements and ensuring compliance with the Town’s Investment Policy and applicable legislative requirements.
  • Work collaboratively with Town staff to identify and maximize grant funding opportunities, support the coordination of grant application information as required, and ensure reporting requirements for grants received by the Town are tracked and fulfilled.
  • Support revenue forecasting, budgeting, financial reporting, audit support, and long-term financial planning related to taxation, development charges, reserves, debt, investments, and other revenue sources.
  • Lead the Tax and Revenue team, fostering a high-performing, customer-focused team dedicated to service excellence, accountability, and continuous improvement.
  • Establish priorities, goals, service standards, and work plans that align with corporate objectives, legislative requirements, and the Town's strategic priorities.
  • Coach and develop staff through performance management, succession planning, employee engagement, and professional development initiatives.
  • Provide strategic advice and recommendations to the Director of Finance/Treasurer, senior leadership, and Council on taxation, assessment, revenue management, development finance, and related policy matters.
  • Lead process improvement and change initiatives within the department, including process modernization, system enhancements, legislative implementation, and business practice improvements.
  • Ensure compliance with applicable legislation, municipal by-laws, corporate policies, and professional standards while maintaining strong governance and control measures.
