The City of Orillia is hiring a Manager of Capital Programs. The City is less than 90 minutes from the Greater Toronto Area and offers a high quality of life with outdoor pursuits year-round. This recruitment is for a currently vacant position. Position Synopsis
Reporting to the Director of Asset Management and Maintenance, the Manager of Capital Programs is responsible for managing and implementing the City’s facility and parks capital program, including capital and operating projects throughout the City's portfolio of recreational, corporate, cultural, and miscellaneous facilities and properties. Responsibilities include developing and managing asset management planning, building condition assessments, Facility Master/Optimization Plans, and other projects related to facility function and operations. The role requires liaison with management, unionized staff, and other stakeholders, and leading a team through project development and implementation.
Major Responsibilities
- Deliver project, program, and portfolio management duties for facilities and City property capital and operating projects within the Environment and Infrastructure Services Department.
- Develop and deliver capital long-range planning for facilities, parks, and City property/projects and operations, ensuring compliance with building condition and asset management best practices, integrating sustainability metrics, and aligning with various City strategies, plans, and policies.
- Liaise with designers, engineers, and consultants to ensure projects meet minimum project standards and are ready for tender.
- Manage projects to ensure quality standards are met regarding schedule, scope, and budget; oversee projects until conclusion.
- Lead facility investigations and research as required.
- Assist with emergencies related to capital and operating project delivery as needed.
- Prepare reports, make recommendations and presentations, and attend Council Committee, community group, public, and other meetings as required.
- Act in the absence of a Director when necessary.
- Perform other duties as assigned in accordance with corporate objectives.
- Lead or support facility asset condition assessments and incorporate results in the Asset Management Plan and 10-year Capital Plan.
- Provide financial estimates for asset replacements as required.
- Collaborate with the City’s Asset Management staff for required reporting.
- Participate in departmental management functions including Joint Health and Safety and Labour Management Committees as required.
- Liaise with external and internal stakeholders throughout the project lifecycle to ensure compliance with drawings and standards.
Qualifications
- Post-secondary degree or diploma in Engineering, Building Sciences, or a related field.
- Professional Engineer (P.Eng) designation or OACETT Certified Engineering Technologist (C.E.T.) considered assets.
- Minimum of five years related work experience in a municipal environment.
- Minimum three years experience managing staff in a unionized environment.
- Excellent computer skills, including MS Office applications such as Word, Excel, email, and internet.
Compensation and Benefits
The City offers a competitive salary and a comprehensive benefits package, including registration with the OMERS Pension Plan. The 2026 starting salary is $110,181 annually, with potential progression to $128,896 based on a 40-hour work week.
