The Town of Cobourg is seeking a full-time Manager, Infrastructure! Reporting to the Deputy Director, Engineering, the Manager of Infrastructure assists the Director of Public Works & Engineering in ensuring that the management and delivery of Divisional services are aligned to achieve Council’s Corporate Strategic directives in the areas of asset management, long range infrastructure planning, engineering policy and procedure development, project management, development application evaluation and processing, growth management, urban design, and development construction management. The Manager also provides advice and engineering opinions, preparing relevant reports and memoranda to Council, the public, agencies, and other stakeholders.
The Manager assists in preparing and executing the Engineering Department’s annual budget consistent with the Corporate Strategic Plan and helps identify and secure necessary resources for Department service delivery within the approved budget. Further duties include administering and enforcing provincial and municipal policies and legislation and providing professional advice and/or evidence before Council and various sub-committees as required.
The Manager of Infrastructure leads and manages all aspects of the Town’s Corporate Asset Management Plan delivery and the project management/administration of long-range infrastructure studies to support development growth and ensure sustainable management of infrastructure. Responsibilities also include reviewing and approving development applications for infrastructure connections and administering related construction works.
Qualifications
- Membership with or eligibility for membership with the Professional Engineers of Ontario (PEO) as a Professional Engineer or Limited Engineering License holder (preferred).
- Successful completion of relevant post-secondary education in Engineering.
- At minimum, membership with the Ontario Association of Certified Engineering Technicians and Technologists (OACETT) as a Certified Engineering Technician (C.Tech).
- A minimum of seven (7) years of directly related municipal engineering experience with progressive responsibility in project management, including long range infrastructure planning, environmental assessments, transportation master plans, asset management, budget preparation, and consultant procurement and administration.
- Demonstrated experience delivering complex assignments such as environmental assessments and master plans involving multiple stakeholders.
- Thorough knowledge of engineering design and construction standards for roads, sidewalks, stormwater facilities, bridges, culverts, and wastewater collection systems.
- Strong understanding of Geographic Information Systems (GIS) and other data sources in Asset Management.
- Ability to build strong partnerships with development community, external agencies, and internal stakeholders.
- Exceptional written, verbal, and presentation skills to communicate complex issues clearly to diverse audiences.
- Political acuity and ability to work effectively with elected officials, senior management, developers, and the public.
- Financial management skills including budget preparation, monitoring, forecasting, and reporting.
