The Role

Plans, designs, manages, and authorizes the provision of engineering services, operations, and assets in the Division for small projects, including engineering planning, asset management, environmental assessments, master planning, wastewater and water maintenance with established scope/guidelines or for components of larger projects, under supervision/direction of supervisor/senior staff.

Duties/Responsibilities

  • Performs work under the general supervision of a Professional Engineer.
  • Participates on project teams under the direction of supervisor/senior staff.
  • Establishes project scope and requirements; work is reviewed throughout project stages.
  • Conducts focused assessments and studies required for project planning and optimization projects under supervisor/senior staff direction/review.
  • Designs capital projects with established scope, under supervision/direction of senior staff.
  • Develops and manages components of schedules and budgets (up to multi-million), under supervision, for approval.
  • Supports senior staff on projects involving property transactions, access agreements, and approvals involving multiple stakeholders.
  • Directs technical and survey staff on design projects and preparing contract drawings.
  • Assigns work to clerical, survey, and drafting staff on in-house projects; provides technical direction to construction inspectors and survey crews.
  • Provides direction, guidance and performance evaluations for consulting engineers.
  • Administers contracts; interprets documents with contractors; authorizes payments, changes, and extra work; negotiates claims and disputes in consultation with senior staff.
  • Develops contracts and procures goods and services; manages and negotiates work plans and budgets with consultants; approves invoices.
  • Obtains approvals (e.g., Municipal, Ministry).
  • Visits construction sites to assess quality and progress, ensures work is completed per contract and legislation.
  • Supports senior staff at public meetings and consultations and responds to stakeholder questions related to established processes.
  • Acts as Engineering in Training.
  • Provides input for the ten-year capital program and operating budgets.
  • Drafts/reviews technical reports for supervisor/senior staff review/approval.
  • Drafts Committee and Council reports for supervisor/senior staff review.
  • Collaborates with Regional staff in IT, Legal Services, Facilities, and Finance to deliver projects and resolve issues.
  • Supports studies and research initiatives by collecting and compiling data from academic institutions and liaising with researchers.
  • Performs related duties as required.

Knowledge, Skills, and Abilities

  • Knowledge of municipal engineering, normally acquired through a degree in engineering or applied science, plus progressively responsible related experience in a municipal or project management environment (or an equivalent combination of education and experience).
  • Must be registered or eligible for registration as an engineering intern with the PEO, or actively pursuing a Limited License in applicable practice area.
  • Knowledge of and ability to comply with corporate policies, procedures, and relevant legislation including Occupational Health and Safety Act, Construction Lien Act, Environmental Protection Act, Environmental Assessment Act, Safe Drinking Water Act, Ontario Provincial Standards, Canadian Standards, Ministry guidelines, contract law, and engineering standards.
  • Ability to work independently on concurrent projects; consult with senior staff; review decisions/problems with Regional/political sensitivity; explore project alternatives individually or with a team; recommend contract and engineering standards improvements.
  • Computer skills using Microsoft Office, computer aided design, specialized systems, and computer models.
  • Communication and human relation skills to direct and guide contractors, consultants, and staff; coordinate and negotiate project requirements.
