Duties and Responsibilities

• Reporting to the Manager of Design, this position is responsible for the interests of the Office of the Commissioner of Infrastructure Services and facilitates infrastructure projects, while protecting the existing infrastructure, the environment, the general public and the interests of the City of Windsor.
• Serve as lead for the City of Windsor standard specifications and best engineering practice compliance in the City’s capital projects and the infrastructure development within the City’s right-of-way.
• Create and update City of Windsor Standard Specifications, ensuring construction standards align with new or changed legislation and federal/provincial standards.
• Deliver major infrastructure projects design and project administration, oversee junior engineers and technologists regarding design and construction standards and contract administration.
• Liaise with local construction industry, provincial standard committees, and other municipalities on construction standards, contract administration, and documentation.
• Perform Occupational Health & Safety duties as per the Corporation’s Health and Safety Program.
• Other related duties as required.

Qualifications

• Master’s degree in Engineering (Civil, Environmental or related) with a minimum of four (4) years progressively responsible engineering experience, preferably in a municipal environment; OR University degree in Engineering (Civil, Environmental or related) with a minimum of six (6) years progressively responsible engineering experience, preferably in a municipal environment.
• Licensed by the Professional Engineers of Ontario.
• Ability to travel to off-site locations in a timely manner; valid Driver’s Licence and driver’s abstract required if travel by vehicle.
• Familiarity with Federal, Provincial and Municipal statutes and By-Laws related to municipal services design and construction, including the Local Improvement Act, Municipal Act, Construction Lien Act, Drainage Act, Environmental Assessment Act, Endangered Species Act, and Accessibility for Ontarians with Disabilities Act.
• Strong communication, analytical, interpersonal, and supervisory skills, with ability to maintain effective relationships with City representatives, agencies, and the public.
• Knowledge of the Ontario Occupational Health and Safety Act and awareness of work hazards.
• Completion and maintenance of the Corporation’s Management Certificate Program required.
• Progression through the Art of Supervision Program Certificate or similar supervisory program considered an asset.
