Reporting directly to the Senior Engineer, Capital Delivery, Asset Strategy and Maintenance Planning (ASMP), the Engineer will support the implementation of Toronto Water’s Reliability Program for assets associated with more than $500 million in annual capital infrastructure investments. This role is responsible for advancing the Reliability Program through collaboration with internal and external stakeholders, multidisciplinary project teams, and capital delivery partners. The Engineer will communicate program requirements, identify and address gaps in project deliverables, and provide guidance to teams responsible for sustaining Toronto Water’s Work Management System (WMS). The position also plays a key role in improving asset data quality and maintaining standards for project deliverables.
The Engineer will lead and coordinate projects involving the end-to-end implementation of the WMS, from initiation through completion. Responsibilities include reviewing asset information, technical attributes, procurement data, and original equipment manufacturer (OEM) maintenance recommendations to ensure completeness and accuracy. The role also requires ongoing coordination and follow-up with project teams, contractors, and consultants to monitor progress and ensure timely delivery of WMS requirements.
Major Responsibilities
- Carry out a variety of engineering assignments and projects related to asset reliability, maintenance planning, and capital delivery, including:
- Reviewing, commenting on, and validating Entity Information Workbooks (EIWs) submitted by project teams, consultants, and contractors.
- Assisting, supporting, and providing technical guidance to Maintenance Planners and Schedulers on capital delivery initiatives, including EIW design-stage reviews (assets, asset hierarchy, and asset attributes) and Work Management System (WMS) data uploads.
- Identifying and resolving gaps or issues in capital project deliverables, including EIWs, P&IDs, SLDs, OEM documentation, PCNs, redline drawings, and as-built drawings.
- Coordinating with project teams, consultants, contractors, site Engineers, and Project Managers to ensure the completeness, quality, and accuracy of project deliverables.
- Participating in workshops, project meetings, and capital delivery coordination meetings.
- Supporting the development and revision of contracts, RFPs, and RFQs to incorporate ASMP requirements.
- Developing, updating, and maintaining Standard Operating Procedures (SOPs).
- Initiating, coordinating, and supporting Change Requests (CRs) related to equipment maintenance programs, including providing technical recommendations where required.
- Leading or facilitating the development of equipment maintenance strategies and plans using Reliability-Centered Maintenance (RCM), Maintenance Task Analysis (MTA), OEM recommendations, and industry best practices.
- Collaborating with operational facility staff to review and obtain endorsement of new or revised maintenance plans.
- Supporting capital delivery as-built submission requirements through the development of training materials and business processes.
- Supporting enhancements to reliability and asset management tools and systems, including the Hierarchy Tool, Preventive Maintenance Tools, WMS, and Datapilot.
- Provide evidence-based technical recommendations to operational staff, project teams, and consultants on matters including:
- Potential failure modes for equipment classes and systems.
- Maintenance best practices to prevent or mitigate failure modes.
- Maintenance and work procedures to achieve reliability and operational objectives.
- Design improvements to enhance equipment and system reliability.
- Optimization of maintenance activities and work order grouping strategies.
- Manage and oversee work performed by consultants and contractors, ensuring effective communication, accountability, and high standards of quality by:
- Coordinating and responding to consultant requests for data and information.
- Planning and adjusting consultant resource schedules to support operational priorities.
- Monitoring progress and maintaining consultant accountability for deliverables and timelines.
- Reviewing consultant submissions to ensure completeness, technical quality, and compliance with Toronto Water standards and conventions.
- Forecasting service requirements and prioritizing consultant support requests across multiple operational facilities.
- Addressing gaps, issues, and deficiencies in consultant deliverables and coordinating corrective actions as required.
- Conduct research and analysis related to assigned engineering initiatives, considering industry developments, emerging technologies, corporate policies, legislation, regulations, and initiatives undertaken by other levels of government.
- Prepare engineering analyses and evaluate new technologies, systems, and work procedures to improve operational performance, asset reliability, and maintenance effectiveness.
- Collect and analyze data to identify and eliminate recurring issues through techniques such as Root Cause Analysis (RCA), Pareto Analysis, Failure Modes and Effects Analysis (FMEA), statistical analysis, and other reliability methodologies.
- Initiate, lead, and manage technical studies, projects, and continuous improvement initiatives.
- Provide direction and technical guidance to team members and project stakeholders to ensure deliverables are completed within established timelines.
- Develop, document, and implement new business processes and process improvements as required.
- Remain current with technological advancements, industry best practices, and emerging trends in the field.
