Reporting to the Manager/Commander Fleet, Logistics & Planning, The Emergency Medical Services Logistics Supervisor is responsible for managing the planning and operations of logistics functions for the Region's EMS services.

This role is responsible for managing the logistics program, including facility planning and maintenance, equipment selection and procurement, and distribution systems (encompassing purchasing, receiving, warehouse management, and inventory control). The EMS Logistics Supervisor also handles asset management, procurement coordination, and ensures efficient logistics support for EMS facilities and partner locations, such as hospitals.

Education

• College or University Diploma/Certificate or degree in Supply Chain, Procurement, Business Administration  or in a related discipline or equivalent combination of education and related work experience
• Completion of supply chain management professional (SCMP) designation, and/or certificates in Planning and Inventory Management (CPIM), Supply Chain Professional (CSCP) Logistics, Transportation and Distribution (CLTD) or Transformation for Supply Chain (CSTC) is preferred.

Knowledge

• Minimum of two (2) years’ experience in a management/supervisory position is preferred
• Knowledge of the Health & Safety Act, all applicable Acts and Regulations regarding Emergency Health Services in Ontario, and Regulations and Standards specific to EMS vehicles, facilities and equipment in Ontario
• Emergency service experience (Paramedic other Allied Health profession) is preferred.
• Knowledge Business Process Improvement tools (i.e. LEAN, Six Sigma, project management)
• Computer proficiency in MS Office 365 (e.g. Outlook, Excel, Word).  Working knowledge of and competency in computerized Inventory and Financial management systems (e.g. Peoplesoft/SAS, M5 and Operative IQ)
• Experience in leading and supervising projects.
• Project Management Professional (PMP) designation is preferred.

Responsibilities

• Supervise Niagara EMS facilities and inventory (40% of time): EMS work facilities - maintenance coordinated with corporate services.
• Authorize the purchase of equipment, materials and supplies according to needs, budget limitations and purchasing policy within assigned authority.
• Asset management - procurement of equipment and supplies to support EMS activities including but not limited to stretchers, defibrillators, linen, uniforms; etc. and MOHLTC assets (i.e. Pagers, portable radios, cell phones, etc.).
• Inventory planning – plans processes to ensure uninterrupted supply and distribution chains to support medical procedures requiring medical consumables.
• Pharmacy – planning of pharmaceutical inventory including supply and distribution – security of controlled pharmaceuticals.
• Occurrence reports.
• All of the above is completed in adherence to stringent legislative and other regulatory body requirements.
• In collaboration with Manager/Commander of Fleet, Logistics & Planning develop and implement procedures to track defects to optimize resource management and minimize risk associated with equipment failures.
• Supports the Logistics Section for internal Incident Command during major emergencies; and provides highly complex staff advice and assistance to the Manager/Commander of Fleet, Logistics & Planning.
• Project Management (20% of time) - Accountable for project management of various initiatives and implementations within the Emergency Services Division;
• Establish communication and reporting structures to ensure strong linkages and procedures with corporate divisions to clarify accountability and facilitate a coordinated approach to planning, issue identification and problem solving for day-to-day operations and long term projects
• Leads division wide projects including research and recommendations with respect to new equipment/supply initiatives and practices
• Supervises staff by people resource planning including coordinating and planning work, assessing skillsets, providing work direction, assigning tasks and projects, determining methods and procedures to be used, monitoring quality of work, resolving problems, and ensuring assigned results are achieved. (20% of time)
• Enables results with the organization’s human capital strategy to foster employee engagement.
• Directs and provides leadership for the activities and coaching/performance management of direct reports.
• Provides work direction, sets priorities, assigns tasks/projects, determines methods and procedures to be used, resolving problems, ensures results are achieved, performance, skill development activities and assisting with staff recruitment.
