Position Summary
Reporting to District Superintendent, the District Supervisor is responsible for providing leadership and supervision to their assigned workforce, municipal staff and external contractors. The incumbent is accountable for all maintenance activities ensuring the availability of public access to roads, sidewalks and related infrastructure in a manner which is safe, effective, efficient and compliant with applicable legislation, regulations, policy, standards, etc. Work is performed within a geographic district as a member of a supervisory team.
Duties
- Manage staff performance consistently and effectively through motivation, coaching, supervision, developing and promoting the best people, discipline, attendance management and ensuring personnel matters are kept confidential, in accordance with policy and collective bargaining agreements.
- Set and communicate staff performance expectations; observe performance of each employee under supervision throughout the year; identify performance issues/problems; monitor and implement formal performance improvement plans; complete performance appraisals to assess staff competence, tasks and behaviours against expectations.
- Ensure staff are fully job competent, possessing required qualifications, knowledge, skill sets and training and are equipped with appropriate tools, equipment and PPE to perform their jobs effectively.
- Organize and coordinate an operational unit; ascertain and assign work priorities to meet deadlines and emergency responses, assess completed work and ensure compliance with appropriate standards.
- Ensure service and activity compliance with applicable regulations and policies including Occupational Health and Safety, MMS Compliance, Employment Regulations, By-Laws, City Standards, policies, specifications and procedures, Book 7, Hours of Service.
- Participate in construction meetings, provide input, schedule, inspections, monitoring, performance management of contracted work or external contractors as required.
- Coordinate with stakeholders such as Police, Traffic, Forestry, Transit, By-Law Enforcement, Ministry of Natural Resources, Ministry of Environment and Ministry of Labour.
- Account for workforce productivity through reports, daily activity sheets (timesheets), absentee forms, vacation scheduling, daily diary entries including activities, work, schedules, programs.
- Use computers and specific programs related to PAD process, performance management.
- Maintain good interpersonal skills, road knowledge and communication to interact with all levels within the City, stakeholders, co-workers, Council, external contractors and public.
- Demonstrate understanding of budget preparation, identify and communicate opportunities to reduce waste/save money, comply with corporate financial policies.
- Investigate vehicle accident scenes, spills, environmental impacted areas as required; complete documentation, follow up with required parties; review cause and effect; compile information for freedom of information or Risk assessments.
- Perform professional duties with respect to Discovery or Court proceedings.
Required Qualifications
- OSSD or equivalent minimum educational requirement.
- Supplementary education/training such as CRS Designation or successful completion of related courses in regards to road maintenance.
- Minimum three (3) years’ experience in a road operational, road engineering or roads maintenance environment.
- Minimum six (6) months winter program delivery, training, mapping and route optimization experience with responsibilities for planning and operations.
