Position Summary

Reporting to the Chief Administrative Officer (CAO), the Director of Operations is a key member of the Senior Management Team and the Town’s Emergency Management Control Group. The role provides strategic leadership, operational oversight, and technical expertise across the Town’s core infrastructure and public works functions, supporting informed decision-making, sustainable service delivery, and long-term asset management. The Director is accountable for the leadership and performance of the Operations Department, including roads, bridges, stormwater management, potable water, wastewater, transportation systems, solid waste services, environmental initiatives, and the delivery of infrastructure renewal programs through the Roads & Drainage, Solid Waste and Water/Wastewater divisions.

The role ensures effective planning, delivery, and maintenance of municipal infrastructure while advancing operational efficiency, continuous improvement, and alignment with the Town’s strategic priorities.

Key Duties and Responsibilities

• Strategic Leadership and Corporate Contributions: Provide overall leadership, management, and representation of the Operations Department, ensuring alignment with the Town’s strategic priorities and operational objectives. Provide strategic advice, operational insight, and technical expertise to the CAO, Council, and Senior Management Team to support corporate priorities, infrastructure planning, and decision-making. Participate as an active member of the Senior Management Team supporting corporate initiatives, program reviews, and continuous improvement efforts. Lead or participate in cross-departmental initiatives and corporate projects ensuring coordination and alignment. Champion the Town’s mission, vision, and values to foster a collaborative organizational culture.
• Department Leadership and Organizational Effectiveness: Lead and oversee departmental staff including workforce planning, performance management, training, and succession planning. Assess staffing needs and recommend organizational design changes. Provide direction to department managers and Project Managers responsible for infrastructure renewal. Participate in recruitment and authorize hiring recommendations. Foster accountability, safety, and continuous improvement, ensuring compliance with occupational health and safety and corporate policies.
• Infrastructure Planning, Operations, and Asset Management: Oversee planning, design, construction, operation, maintenance, rehabilitation, and renewal of municipal infrastructure including roads, bridges, water, wastewater, stormwater management, and solid waste services. Ensure long-term infrastructure planning, asset management, lifecycle renewal, and service optimization. Oversee project management for infrastructure renewal initiatives and provide recommendations to Council. Support execution of development agreements related to site plans, subdivisions, and condominiums including municipal assumption processes.
• Financial Management and Operational Oversight: Lead preparation, review, and implementation of operating and capital budgets and funding strategies. Monitor budgets and ensure financial accountability. Collaborate with Director of Corporate and Financial Services to maintain fiscal controls, long-range planning, and financial reporting. Authorize expenditures in accordance with corporate policies.
• Stakeholder Relations and Service Delivery: Liaise with internal departments, external agencies, utilities, contractors, and other government levels on infrastructure and public works matters. Collaborate with Directors of Strategic Initiatives and Planning and Growth Management for communications, public engagement, growth-related projects, and development applications. Promote high standards of customer service. Participate in Committee and Council meetings providing technical advice and recommendations.
