About the Position
Reporting to the Manger of Legislative Service/Deputy Clerk, this position is responsible for the administration and regulatory compliance of municipally administered charitable gaming and lottery licensing programs, including cGaming (charitable bingo) and permitted lottery events. The position ensures compliance with provincial legislation, Ontario Lottery and Gaming Corporation (OLG) and Alcohol and Gaming Commission of Ontario (AGCO) requirements, and municipal policies, while acting as the primary liaison between the City, charitable organizations, and regulatory bodies.
Duties & Responsibilities
- Administer the City’s charitable gaming and lottery licensing programs in compliance with applicable legislation, AGCO Registrar’s Standards, OLG requirements, and municipal by-laws.
- Receive, review, assess, and issue charitable lottery licences (including raffles, bingos, break-open tickets, and other permitted events) under delegated authority.
- Conduct eligibility reviews and provide guidance to applicants and licensees to support regulatory compliance.
- Review, reconcile, and verify lottery-related financial statements, reports, proceeds, expenses, and approved use of funds.
- Maintain complete, audit-ready records for all licensed lotteries and charitable gaming activities.
- Receive and assess inquiries, concerns, and licensing-related issues, providing guidance to organizations and escalating matters as appropriate.
- Prepare memorandums, correspondence, briefing materials, and supporting documentation related to charitable gaming, lottery licensing, and program administration.
- Provide frontline support and assistance to charitable organizations participating in municipal lottery licensing programs.
- Develop and maintain positive working relationships with charitable organizations through ongoing communication, information sharing, and support related to lottery licensing processes.
- Support new and emerging organizations through application and compliance processes.
- Liaise with AGCO, OLG, and other regulatory bodies, including submission of required municipal documentation and reports.
- Monitor legislative and regulatory changes and provide advice to senior staff and stakeholders.
- Assist in the development, review, and implementation of related municipal policies and by-laws.
- Maintain licensing databases, tracking systems, compliance records, and statistical summaries.
- Deliver professional customer service in person, by telephone, and electronically.
- Provide backup support for select Legislative Services functions, including coverage during staff absences, vacations, and peak service periods, as required.
- Perform other related duties as assigned.
What you need to Succeed...
- One (1) year College Diploma in Office Administration, or similar field.
- A minimum of one (1) year’s related experience in municipal office, in addition to one (1) year of experience as a Legislative Services Clerk I.
- Completion of the Municipal Administration (MAP) Program is considered an asset.
- Thorough knowledge of legislation and regulations governing charitable gaming and lotteries, including the Gaming Control Act, AGCO requirements, and OLG policies.
- Working knowledge of legislation governing marriage licensing and civil marriage ceremonies.
- Strong understanding of financial reporting, audit requirements, and compliance review principles.
- Excellent written and verbal communication skills, with the ability to clearly explain complex regulatory requirements.
- Strong organizational skills with the ability to manage multiple priorities and legislated deadlines.
- Proficiency with Microsoft Office applications and corporate database systems.
Salary and Benefit Information
The hourly wage range for this full-time, unionized position is $35.52 – $37.36 (2026 rates)
