Position Summary

Responsible for the administration and management of the Asset Management Team and Program.

Responsible To: General Manager of Municipal Works

Supervises: Capital Planning Analyst (2), Asset Information Technologists (2)

Responsibilities

• Ensure the City’s asset management practices comply with applicable legislation (e.g. O.Reg. 588/17 Asset Management Planning for Municipal Infrastructure).
• Establish, maintain, and improve the City’s corporate asset management governance structures, standards, processes, roles, and responsibilities.
• Establish and monitor asset management performance measures for implementation progress, maturity improvements, and regulatory compliance.
• Participate and lead the City’s Asset Management governance structure, including chairing the Asset Management Leadership Team.
• Lead the implementation and refinement of the City’s asset management maturity roadmap prioritizing improvement initiatives and embedding practices across the organization.
• Establish corporate standards for asset condition and performance assessment programs in collaboration with asset-owning divisions.
• Lead, manage, and maintain the Municipal Works asset data inventory and coordinate its integration with the City’s GIS system for reporting and compliance.
• Manage internal staff and external contracts for asset management data collection, development, and analysis.
• Lead the annual update of the City’s State of the Infrastructure report and identify the infrastructure gap.
• Develop, monitor, and improve the City's asset management levels of service framework aligning community outcomes, performance measures, lifecycle strategies, risk, and investment needs.
• Provide asset management analysis, frameworks, and decision-support tools for long-term capital planning, prioritization, and funding strategies.
• Coordinate responses for information requests on infrastructure condition, capacity, planned works, and prioritization activities.
• Guide the Municipal Works annual capital budgeting and long-range financial planning processes, including the multi-year capital forecast and corporate prioritization framework.
• Develop and maintain the Municipal Works capital budgeting database and infrastructure planning corridor tools.
• Develop and maintain the City’s corporate asset management plans integrating asset data, levels of service, lifecycle strategies, risk, growth, climate considerations, and financial strategies.
• Collaborate with operational and Financial Planning teams to develop life cycle costing models for asset categories.
• Provide leadership and management to the Asset Management Section, fostering relationships with internal and external partners.

Position Requirements

• Minimum 4-year degree in engineering, finance, economics, business administration, or related field.
• Minimum 4 years relevant experience with demonstrated asset management concepts and practices.
• Experience managing and supervising staff, preferably in a municipal environment.
